Part of the issue is because officials want big shiny projects to show off, and part is because we spend a lot on road capacity projects before trying to make transit better.
You could cut down the RTA 10 runtime significantly by adjusting it so it doesn’t run in a big loop around Pismo Beach and Arroyo Grande to reach the stops, with new walking paths to access stops near offramps. You might have to trim the stop on the east side of the freeway in Pismo but you’d probably save 5 minutes on the route from that alone, and it is an express bus for a reason.
Google Maps and Apple Maps won’t show real time arrival data even though you can get it by text because the agency doesn’t yet support the widespread open data standard.
